An Explanation of Services and Fees:
Adoption Source, Inc. is a not-for-profit, licensed child-placing agency.
Our adoption work is entirely financed through adoption fees and donations. Our fees reflect
our desire to assist every child in finding a forever family and to assure that we are able to
offer step-by-step service to our adoptive families.
Our philosophy has always been rooted in honesty, education,
and understanding. Rather than try to entice new clients with unrealistic
low fees, only to surprise them with hidden fees during the process, we openly
disclose and explain all our fees up front.

Application
Fee
Upon receipt of your
application, Adoption Source Inc. will review and process your information, finances and
background verifications will be processed. This fee is non-refundable.
Home
Study
A qualified, experienced
social worker will work with you to provide you information about adopting and evaluate your
suitability to parent an adopted child. The Social Worker is your advocate and your partner
in preparing you for adopting a child. It is also the SW’s responsibility to assess your
readiness, financial, housing, employment and background information and determine your ability
to parent the adopted child. They will assess your understanding of the issues related to the
adopted child, post-institutionalized child, attachment and bonding, along with many other
factors. If you live in the State of Florida, Adoption Source can will provide the home study
service. If you live outside the State of Florida, the adoption home study will need to be
performed by a cooperating appropriate licensed agency in your state of residence. Adoption
Source will provide you a referral in your area.
Dossier:
Our Case Managers will guide
you through the preparation of your dossier. You will be responsible for Notarizing and
Apostilling/Authenticating your documents (which must be completed before we can submit the
to the Country of adoption. We have local couriers in many regions that can process your
documents individually and by-hand. Adoption Source can also provide you with Dossier
Preparation Services in which we complete your document processing entirely for you.
Please inquire with your Case Manager for the breakdown of costs associated with this upgraded
service.
Agency Placement Fee:
There are many costs in
facilitating an adoption case process. These include: background investigation, social
services, liaison with government and agency officials, maintaining office and staff, telephone
services, education, licensing and accreditation, etc. Your agency fee allows Adoption Source to
exist. Each Agency Fee paid will go into our general expense fund account. These funds cover
our operating expense and are not a retainer, utilized exclusively, to process only your case.
Therefore, once paid, Agency Fees are non- refundable.
International Adoption Placement Fee:
These are monies sent to the
country of adoption. There are many expenses incurred during the course of adoption such as legal
fees, court filing fees, mandatory donation to the orphanage, documentary expenses,
translation/notarization/authentication expenses, staff, automobiles, gas, office, etc.
You will be advised at the beginning of your adoption, of the costs associated with completing
your adoption in the country/regional program of choice. There are different costs associated
with the adoption process that varies from region to region within the same country. An adoptive
family will always be notified prior to incurring these expenses and/or upon referral of a child
in a specific country/region the adoption expenses associated with the place of adoption.
Russian Program Support:
Adoption Source Inc. provides
direct support to children and orphanages, as well as supports overseas office and staff who
assists with the regional adoption and paperwork process in Russia. Adoption Source is also
responsible to provide financial support of licenses, accreditation requirements, training and
education of foreign personnel etc. This fund allows us to provide you with an operational
foreign program.
International
Mailing and Postage
During the course of your
adoption process, many documents will need to be sent by overnight or International mail.
Most documents are invaluable and therefore, need to be sent via a service that provides a
tracking number. Every document that leaves our office will have a tracking number, for the
protection of your adoption paperwork. We have taken an average of costs per case and this
fee represents a one-time mailing fee for each family. Any costs over and above the “usual”
case, will be billed accordingly, after notification to the client.
Post
Placement Supervision
There will be follow-up visits
with your Social Worker and reports provided back to the Court of finalization of your adoption.
This is a requirement of the country of adoption. Each country differs in its requirements.
Adoption Source, Inc. requires post-placement supervision at 30 days post arrival and 90 days
post arrival in addition to what the country of adoption may require. We believe that it is
in the early days following your placement, that you need the most support and access to your
Social Worker, to assist you in the transitional time and to support you with the medical,
social and developmental needs of your child. Community resources made available to you early
on, are invaluable to the adoptive family. You are informed of this obligation throughout the
course of your adoption process. The fees for post-placement must be paid prior to your
finalization travel trip.
Post Placement Supervision (Administration Cost for PP provided by Outside Agency)
Adoption Source is responsible to issue reminders to you and your home study agency prior to
each required visit, for a three-year period. We are responsible assure compliance to this
very important obligation. Once we receive your apostilled report with photos attached, we
forward (overnight service) the report to Moscow, where the report will be translated, at
our cost. Once the report has been translated, the documents are hand-carried to the airport,
sent to the region of adoption and picked up at the regional airport by Adoption Source’s
foreign personnel in the region/country of adoption. Our personnel then submits your post
placement report to the Court and incurs a filing fee. Your Post-Placement Administration
Fee is applied to the expense of processing your post-placement obligation.
Baby
101
This course is given by our
staff Pediatric Nurse and will prepare parents for taking physical custody of their children.
This class is informative and fun and will prepare parents for the daily care their newly
adopted child will need. It will also prepare the family to handle minor emergencies that
may be encountered overseas. Issues discussed will include, transition of diet, fever control,
growth and development expectations, early intervention suggestions for children, intervention
of new sensory experiences, etc. It will also cover minor emergency medical intervention for
the prevention of choking hazards, cessation of breathing, allergic reactions and skin
irritations while abroad. This class is only available to Florida residents in our local
area.
Pre &
Post Adoption Class
This class
is given by social workers that are familiar with international adoption and
will prepare parents for the adoption process, choosing a child, discussion
of health concerns and accepting past losses. A portion of the pre adoption
class will address travel questions and concerns and discuss gift giving and
meeting your child for the first time.
Other
Expenses to anticipate while abroad:
Your travel expenses will include:
- Hotel, host family lodging
- International and Domestic Air Travel
- Airport transfers
- Daily driver, car and interpreter charges
- Visa expenses
- Translation of legal documents (In certain circumstances)
Most adoption
programs do NOT require families to carry cash with them. Most programs allow
Adoption Source, Inc. to wire adoption fees abroad. We provide this opportunity
for the protection and safety of our adoptive families.
Refund
Policy:
Adoption Source, Inc. application fees, adoption agency fees are non-refundable. Any fees paid
for services, i.e. dossier preparation, mailing/postage, post-placement supervision, home study
evaluation/report, documentary expenses, etc. that have not been rendered/utilized, are
refundable and will be returned to the client within 60 days of the termination of the
adoption case process. This refund will be determined on a case-by-case basis and
determined according to the services rendered and expenses paid.
The Foreign adoption expenses are
non-refundable, once paid, and the service has been provided. At the time that a client is billed
for the adoption services abroad, in most circumstances, the services have been rendered or the
services provided. Therefore, no refund is available. Once paid and services are complete, all
monies paid are non-refundable. In the event of special circumstances, Senior Management will
determine if refunds are available and or appropriate on a case-by-case basis.
Special circumstances sometimes require a family, or ASI, to withdraw from the adoption process.
These cases will be evaluated on a case-by-case basis and if any refund is due, from the expenses
paid for the foreign services, by the prospective adoptive family, refunds will be paid within 60
days of the termination of the case process.
If a family withdraws from the adoption process, for any reason, including but not limited to,
pregnancy, illness, loss of employment, residency issues, etc., fees for services rendered will
be non-refundable.
If the referral of a child is interrupted, and/or the adoption of a specific child not completed,
every attempt will be made to transfer funds paid, to the referral of another child.
This will depend greatly on services rendered towards the adoption of the original child, the
region of the new referral and other factors.
Adoption Source, Inc., our United States based staff and our foreign providers/staff, will make
every possible attempt to minimize the expense incurred in each adoption.
Fee Reductions
Adoption
Source, Inc. reduces the adoption fees for older and special needs children.
Adoption Source, Inc. will consider requests for financial assistance on a
case-by-case basis.
